What this review is
One Process.
A Clearer View of Your Safeguards.
A closer look at the responsibilities, approvals, documentation, and oversight within one selected financial process. Understand where safeguards appear appropriate and where gaps may leave activity without sufficient review.
Who this review is for
Nonprofit and research leaders responding to an auditor’s comment, assessment result, staffing change, or unreliable process—especially when responsibilities overlap, approvals are unclear, or written procedures differ from everyday practice.
What we review
One agreed financial process, such as accounts payable, payroll, cash receipts, credit cards and reimbursements, or bank reconciliations. Boundaries and information needs are confirmed during intake; the review uses a process walkthrough and selected supporting information.
Responsibilities & Separation of Duties
Who initiates, authorizes, records, and reviews activity, including overlaps in responsibilities.
Approvals & Authorization
Whether approval responsibilities are clear and supported by the information provided.
Access & Authority
Whether described system access and transaction authority appear consistent with assigned responsibilities.
Documentation & Recordkeeping
Whether records show what occurred, who approved it, and who reviewed it.
Review & Oversight
How management identifies exceptions, monitors the process, and follows up on concerns.
Policies & Actual Practice
Whether written procedures align with the process described during the review.
What you’ll receive
Findings in Plain English
An Internal Controls Findings Summary covering the process reviewed, information considered, areas of strength, control gaps and their risk implications, and priority recommendations—plus a 30-minute leadership debrief.
Review scope and exclusions
This is a defined-scope diagnostic consulting service. It is not an audit, financial statement review engagement, or attestation service and does not provide assurance or certification.
The standard review does not include:
Review of multiple financial processes or the organization’s entire control environment.
Comprehensive testing of whether controls operated consistently over time.
Examination of every transaction.
Fraud investigations.
Bookkeeping cleanup or correction of accounting records.
Drafting policies, procedures, or detailed implementation plans.
Designing or implementing replacement controls.
Ongoing monitoring or verification that an auditor’s finding has been resolved.
This is a limited diagnostic consulting service. It does not provide an audit opinion, assurance, or certification that controls are effective or that fraud is absent.
If your organization needs help designing, documenting, or implementing controls, Pennies Count can discuss a separate Internal Controls Service engagement. Broader independent evaluation may be considered through Internal Audit Services, subject to scope and independence requirements.
When Approval Does Not Tell the Whole Story
An organization may require approval before paying an invoice. But if the same employee can create a vendor, change banking information, prepare the payment, and reconcile the bank account, the approval alone may leave significant gaps.
The important question is how the safeguards work together throughout the process.
A focused Internal Controls Review helps leadership see those connections and understand where oversight may be missing.
